Age and ID

The legal gambling age in Québec is 18. Loto-Québec’s casinos and gaming halls are restricted to visitors 18 or over. To play on lotoquebec.com, a person must be 18 or older, a Québec resident and physically in Québec. Playground admits people of legal gambling age, 18+, at its premises.

Anyone who appears to be under 25 at a Loto-Québec venue may be asked for government-issued photo ID. Casino de Montréal does not accept photocopies or photos of ID on a phone.

The age rule follows guests past the gaming floor. At Casino de Montréal it covers the bars, the restaurants and the Cabaret du Casino. At Casino du Lac-Leamy, the same holds for its bars, restaurant and performance hall. Two hotels are open to all: the Hilton Lac-Leamy and the Fairmont Le Manoir Richelieu. In Québec City, Pizzéria NO.900 is open to everyone through a separate entrance, while the Ludo bar stays 18+.

Smoking

Loto-Québec establishments are smoke-free, and the rule reaches past the walls: smoking and vaping cannabis are prohibited inside and outside them. Playground follows a different setup. It has self-contained smoking rooms: two on the 2nd floor with gaming machines, and one on the 3rd floor for poker players. The rest of the floor is smoke-free.

Cards and programs

Casino Privilèges is Loto-Québec’s loyalty club, valid at its casinos and gaming halls. Membership carries no fee and is taken out at the Casino Privilèges counter of any Loto-Québec gaming location. At Playground, a Player’s card is needed to use the poker tables and gaming machines. It is issued online or at Guest Services.

Facial recognition at Loto-Québec casinos and gaming halls is tied to the voluntary self-exclusion program. The biometric system is used for people who have consented to their features being stored in a secure database.

Access

At Casino de Montréal, a security guard at the entrance lends wheelchairs, and they cannot be reserved. Casino du Lac-Leamy lends them at the coat check, also without reservations. Casino de Charlevoix keeps its wheelchairs at the coat check. In Québec City, the Salon de jeux de Québec has them at the Customer Experience counter.

The Hippodrome 3R is fully accessible, with reserved parking spaces, a shuttle from the parking lot and an elevator to the seating, grandstands and restaurant. Both casino hotels accept service animals and pets. The Hilton Lac-Leamy charges a non-refundable $50 fee and takes animals up to 34 kg. At the Fairmont Le Manoir Richelieu, the non-refundable fee is $25 per night.

Who sets these rules

The Régie des alcools, des courses et des jeux (RACJ) is Québec’s regulator for alcohol, horse racing and games, including State casinos. A State casino, or casino d’État, is an establishment Loto-Québec uses to conduct and manage casino lottery systems. For these casinos the RACJ sets rules on admission and exclusion, public order, and opening days and hours.

It checks hiring and supplier contracts and approves testing laboratories for gaming equipment. It also verifies that machine payout rates are not below 83%.

Loto-Québec establishments are smoke-free throughout. Smoking and vaping cannabis are prohibited both inside and outside them.
